How to Withdraw PayPal to a Bank Card in 2026
PayPal has not worked in Russia since March 2022, and you can't withdraw PayPal directly to a Russian bank card. Yet many people still have balances on their accounts, and since October 2024 dormant accounts are also charged a fee.
This guide explains whether PayPal works in Russia in 2026, what happens to Russian accounts, which PayPal rules you must not break, and how to withdraw PayPal to a bank card through an exchanger: PayPal USD or EUR → USDT TRC20 → rubles on a card. And, of course, what the risks are.

Quick answer: how to withdraw PayPal to a card in 2026
- PayPal suspended its services in Russia on 5 March 2022; withdrawals to Russian cards and accounts are impossible;
- since 7 October 2024, dormant accounts with a balance are charged ₽3,500 a year, and if the balance is smaller, all of it is taken;
- logging in from another country or masking your location breaks PayPal rules, and the account may be limited permanently;
- the practical route is to swap PayPal USD or EUR for USDT TRC20 at an exchanger, then sell the USDT for rubles on your own card;
- directions are few: as of 9 October 2026, the AntiSwap catalog has 6 exchangers swapping PayPal USD for USDT TRC20, 6 for PayPal EUR to USDT and 3 for PayPal USD to Sber rubles.

Does PayPal work in Russia
No. On 5 March 2022, PayPal CEO Dan Schulman announced: "We have suspended PayPal services in Russia." According to the company's SEC filing, Russia and Ukraine together accounted for about 0.5% of PayPal's 2021 revenue.
On 12 March 2022, PayPal asked Russian users to withdraw their balances by 18 March. Those who didn't make it were left with money on accounts that can't be withdrawn to a Russian bank.
Since 1 March 2026, PayPal has had a new CEO, Enrique Lores; the company announced the appointment on 3 February 2026. There have been no statements about returning to Russia.

What happens to Russian accounts: the dormancy fee
Since 7 October 2024, PayPal charges a fee on dormant accounts. An account is dormant if nobody has logged in or withdrawn anything for 12 months. If it holds a balance, the fee is ₽3,500 a year. If the balance is smaller than that, all of it is taken.
According to T—J, withdrawing money to Russian banks is impossible. If there's no balance or you don't need the account, you can close it in Settings, and the dormancy fee won't apply.

For reference: in August 2023, PayPal and Paxos launched the PYUSD stablecoin, pegged to the dollar, and on 17 March 2026 it was opened up in 70 markets. It's not a withdrawal method for Russian accounts, but you may come across the PYUSD name at exchangers.
PayPal rules: why you shouldn't log in from another country
People often suggest logging in to PayPal "as if from another country". That breaks the rules. A UK Financial Ombudsman decision on one complaint states that logging in from a country where PayPal isn't permitted, or masking your location, breaches PayPal's terms, and the company may limit the account permanently.
So we don't give advice on getting around these rules. Don't use other people's accounts or documents, and don't ask friends to "run" money through their PayPal. The risk of losing the whole balance outweighs any gain.
The exchanger route below suits people who have their own active PayPal account and use it within the service's rules, for example because they live in a country where PayPal operates.
Withdrawing PayPal via an exchanger: USD/EUR → USDT TRC20 → card
It's a two-step scheme. First, you swap PayPal USD or EUR for USDT TRC20: the exchanger accepts a PayPal payment and sends USDT to your crypto wallet. Then you sell the USDT for rubles on your own Sber or T-Bank card.

- Check your account: balance, status and any limitations.
- Set up a wallet that supports TRON and keep the seed phrase offline. We covered USDT TRC20 in "Tether TRC20: what it is and how to use it", and network choice in "USDT TRC20, ERC20 and BEP20: what's the difference".
- Pick an exchanger for PayPal USD → USDT TRC20 in the AntiSwap catalog. Look at status, reviews and deposit.
- Create an order, enter your TRON address and pay strictly as the order instructs.
- Sell the USDT in the USDT TRC20 → Sberbank or T-Bank direction. The AntiSwap catalog lists 70 and 68 such exchangers.

It's convenient to choose star ★ exchangers with an insurance deposit: they don't freeze funds without a valid reason and return them if they can't complete the exchange.
Keep the law in mind. Since 1 September 2026, crypto in Russia has been regulated by law 282-FZ, and from 1 July 2027 residents may trade crypto only through licensed intermediaries. The first ones (VTB, T-Invest Lab, Zefir and Sistema-Kripto) entered the Bank of Russia register on 6 October 2026. Profit from selling crypto is taxed at 13–15% under law 418-FZ.
Risks: account limitation, disputes and scammers

- Account limitation. Logging in from another country or masking your location breaks PayPal rules. The account may be limited permanently, balance included.
- Disputes and reversals. A PayPal payment can be disputed, so exchangers handle PayPal with caution. Don't accept PayPal from strangers "for an exchange": if the sender opens a dispute, the money will be taken from you.
- Law 499-FZ. Since 1 July 2021, Russian residents may not accept payment for goods and services into foreign e-wallets. The fine is 75–100% of the amount. Withdraw only your own money.
- Scammers. "Middlemen" in messengers promise to cash out PayPal at a great rate and ask you to send money first or hand over your login and password. Never share access to your account.
- "Dirty" USDT and scam exchangers. An exchanger may screen incoming coins. More in "Dirty crypto: what it is, how to check it and what to do" and "AML and KYC: what's the difference". Before swapping, check the exchanger's status, reviews and deposit on AntiSwap.
Checklist before you withdraw

- Check your PayPal account status and balance; if you don't need it, close it in Settings.
- Follow PayPal rules: don't log in with a masked location and don't use other people's accounts.
- Set up your own non-custodial TRON wallet and keep the seed phrase offline.
- Choose star ★ exchangers with an insurance deposit: they don't freeze funds without a valid reason and return them if they can't complete the exchange.
- Receive rubles only on your own card and keep the orders: you'll need them for taxes.
